<p style="text-align: justify;">La Universidad Pública de Navarra fue una de las finalistas en el Premio de <strong>Buenas Prácticas en gestión universitaria 2017</strong>\u{A0}convocados por el Club Excelencia en Gestión. Carmen Jarén, Vicerrectora de enseñanzas de la Universidad Pública de Navarra, valora este reconocimiento y la situación general de la Universidad española.</p>\n
<p style="text-align: justify;"><strong>¿Podría explicar, en primer lugar, en qué consiste esta práctica “Valoración que realizan los profesionales del entorno sobre las titulaciones de la Universidad Pública de Navarra y recomendaciones para su mejora” que les ha valido ser finalistas en el Premio a las Buenas Prácticas en gestión universitaria?</strong></p>\n
<p style="text-align: justify;">Se trata de una propuesta para implicar al entorno social y empresarial de Navarra y comunidades limítrofes en los procesos de acreditación y mejora de la calidad de sus titulaciones. La práctica se basa en una serie de encuentros sectoriales (uno por titulación o grupo pequeño de titulaciones afines, cuando su proximidad lo aconseja) que se celebran a lo largo de dos sesiones de trabajo. En la primera de ellas los responsables académicos hacen una descripción de los objetivos formativos y de la estructura y elementos fundamentales de la titulación. En la segunda se debate sobre diversos aspectos de la titulación, principalmente desde el punto de vista de su adecuación a las necesidades del entorno social y profesional. Las conclusiones de estos encuentros se remiten, bajo la fórmula de recomendaciones, al Decano o Director del Centro, al Vicerrector competente en materia de enseñanzas y al Presidente de la Comisión Académica del Consejo Social.</p>\n
<p style="text-align: justify;">Cabe destacar el carácter transversal de la práctica, al implicar a distintos colectivos tanto de la Universidad como del entorno social y empresarial más próximo. Así, los encuentros son organizados por el Consejo Social, que contacta e invita a una significativa representación de agentes vinculados al entorno socio económico de la sociedad navarra, y relacionados con la titulación objeto de valoración. Los encuentros cuentan además con la participación y colaboración del Vicerrectorado de Enseñanzas, la Fundación Universidad-Sociedad y la Unidad de Organización y Calidad de la UPNA. Las Escuelas y Facultades a las que se adscriben las distintas titulaciones también toman parte activa en el proceso.</p>\n
<p style="text-align: justify;">Esta práctica incorpora un nuevo elemento en el Sistema de Garantía Interna de la Calidad (SGIC) de los Títulos, de acuerdo con el cual cada titulación incorporará, de cara a su seguimiento y acreditación, una profunda valoración por parte del entorno social, profesional y empresarial de su despliegue. Además, la práctica se encuentra alineada con el Plan Estratégico de la UPNA 2016-2019, que en su Eje de Formación tiene encomendado como objetivos “analizar la oferta actual de títulos para alinearlos con las necesidades de la sociedad navarra”, “mejorar la enseñanza integral y de calidad”, y “favorecer la empleabilidad de los estudiantes” y con el artículo 8, f) de la Ley del Consejo Social que señala como una de sus tareas “fomentar la participación de los sectores profesionales, sociales y económicos con el fin de adecuar las enseñanzas conducentes a la obtención de títulos oficiales a las necesidades y demandas de la sociedad”.</p>\n
<p style="text-align: justify;">Esta amplia prospección permite conocer la adecuación del perfil de los titulados de la Universidad Pública de Navarra a las necesidades del entorno laboral. Además, las recomendaciones que se han dirigido a las diferentes titulaciones y a la Universidad en su conjunto constituyen un bagaje de objetivos que sin duda servirá como estímulo para la mejora de esta institución en los años próximos.</p>\n
<p style="text-align: justify;"><strong>¿Resulta fácil involucrar a los profesionales de la Universidad en cualquier proyecto de mejora, de cambio?</strong></p>\n
<p style="text-align: justify;">Fácil no es, pero tampoco difícil si el cambio a mejor que se afronta se enmarca adecuadamente. Para ello se debe ofrecer, a priori, suficiente información, sobre todo de los objetivos perseguidos con el cambio y del plan de trabajo para que los profesionales de la Universidad, tanto PAS como PDI, sepan hacia donde van, por dónde van a ir y cómo van a ir. Otro factor que facilita la implantación de mejoras es que haya un liderazgo claro, que alguien tome las riendas y vaya marcando el camino para sentirse acompañados y protegidos.</p>\n
<p style="text-align: justify;">Todo cambio también debe ir acompañado de iniciativas motivadoras que pueden ser de muy diversa índole, desde cursos de formación específicos relacionados con el cambio, hasta el reconocimiento de la labor realizada. En la UPNA contamos con el Centro Superior de Innovación Educativa (CSIE) que ha jugado un papel muy importante en todos los cambios relacionados con la incorporación de las titulaciones al EEES y la implantación de todas las acciones relacionadas con el\u{A0} SGIC.</p>\n
<p style="text-align: justify;">Por último, no se debe olvidar la retroalimentación. Cuando los profesionales se implican en un cambio para mejorar, es importante que después que dicho cambio se implante y se tengan los primeros resultados, todos los actores implicados conozcan esos resultados.</p>\n
<p style="text-align: justify;">Nuestra experiencia nos dice que, en general, los profesionales de la Universidad son profesionales muy implicados. Así lo demuestra la alta participación en los cursos organizados por el CSIE relacionados con la adaptación al EEES. Otro ejemplo, durante el mes de mayo del 2014 desde el Vicerrectorado de Ordenación Académica se organizaron una serie de sesiones informativas-formativas sobre los programas de aseguramiento de la calidad de las titulaciones a las que asistieron un total de 290 profesores de los 515 profesores permanentes que hay en la Universidad Pública de Navarra. Y un último ejemplo, en la actualidad se han creado cinco grupos de interés para trabajar con la orientación al Modelo de Gestión Avanzada con una alta participación y motivación por parte tanto del PDI como del PAS. En la fase de diagnóstico en la que nos encontramos en el último trimestre del 2017, se cuenta con una participación superior a 50 personas, teniendo en cuenta PDI de Equipos Directivos y de los Institutos de Investigación, PAS, Consejo Social y Fundación Universidad-Sociedad.</p>\n
<p style="text-align: justify;"><strong>\f¿Cuál es su opinión, como vicerrectora de una universidad, la situación actual de la enseñanza universitaria? ¿Qué echa de menos y qué proyecto de mejora recomendaría a corto plazo?</strong></p>\n
<p style="text-align: justify;">La Universidad ha dado un paso de gigante con la adaptación al EEES. El paso del proceso de aprendizaje a un proceso de enseñanza-aprendizaje donde el estudiante forma parte activa de esta tarea ha cambiado el paradigma de la docencia universitaria. Los 30 años del programa EASMUS han contribuido más que ninguna otra campaña o proyecto a crear ese sentido de Unión Europea. Ha abierto las miras de nuestros estudiantes y ha contribuido de forma notable a la internacionalización de los estudiantes, de los profesores y del personal de administración y servicios de las Universidades y, con ello, de las Universidades. Y de esa internacionalización,\u{A0} de esas destrezas, habilidades y de los que en su día fueron nuestros estudiantes ahora se están beneficiando las empresas e instituciones en las cuales ellos ejercen su profesión, o lo que es lo mismo, a la sociedad. Así es como debe interpretarse la inversión en docencia e investigación, como un beneficio que retorna a la sociedad.</p>\n
<p style="text-align: justify;">Por otra parte, también ha mejorado sustancialmente la empleabilidad y el puente entre la condición de estudiante universitario a profesional en una empresa e institución. En ello ha contribuido en gran medida la incorporación en la formación universitaria de las llamadas Competencias Transversales y las prácticas, tanto curriculares como extracurriculares.</p>\n
<p style="text-align: justify;">La incorporación de las TIC y las competencias digitales en el proceso de enseñanza-aprendizaje, el aumento de la formación on-line o de los MOOC y la idea de que la formación no termina con el grado, sino que deberemos seguir formándonos a lo largo de nuestra vida (Long Life Learning) son alguna de las nuevas realidades de las universidades y que van a marcar cada vez más el futuro de la universidad. Una Universidad abierta, con un conocimiento que deber ser posible llevar a cualquier parte del mundo y en cualquier momento.</p>\n
<p style="text-align: justify;">Qué duda cabe que con los cambios de los últimos 25 años tenemos ahora unas universidades mucho mejores que nunca, pero en las que tenemos aún también mucho margen de mejora.</p>\n
<p style="text-align: justify;">¿Qué echo de menos? Una mejor y mayor financiación, un mayor apoyo institucional, una mayor autonomía universitaria, un replanteamiento de los modelos de gobernanza y un adecuado reconocimiento por parte de la sociedad, … Y esas reformas pendientes que no terminan de llegar. Así, por ejemplo, la obsolescencia y la dispersión normativa respecto del Personal Docente e Investigador (PDI) hacen que su función, sus deberes y sus derechos no estén hoy día claramente definidos. El Estatuto del PDI de las universidades españolas que debería haberse aprobado para cumplir con uno de los objetivos de la Ley Orgánica 4/2007, diez años después de su aprobación, aún no ha sido elaborado. El profesor universitario necesita saber, en el contexto actual de la nueva ordenación de las enseñanzas universitarias y de la introducción de nuevas misiones, cuáles son sus derechos y sus deberes, dado que sus condiciones de trabajo y sus obligaciones se están modificando. De esta manera, se podrán definir las funciones y la dedicación del profesorado universitario, definiendo un marco respecto a las actividades propias del PDI y acorde con las necesidades de la universidad actual y a los principios básicos del EEES.</p>\n
<p style="text-align: justify;">Y en relación con el profesorado, otro tema pendiente es el de la selección y su movilidad. Se ha avanzado mucho en la movilidad de los estudiantes y, sin embargo, no es nada fácil cambiar de universidad como profesor.</p>\n
<p style="text-align: justify;">El EEES nos ha traído una mayor flexibilidad de las titulaciones respecto a la situación de partida, pero aún siguen siendo demasiado rígidas\u{A0} y tenemos demasiada oferta de títulos, pero no una buena y adecuada oferta.</p>\n
<p style="text-align: justify;">Por otra parte, los procedimientos y la gestión ligada a los títulos nos han enterrado en una montaña de papeles. La gestión debe simplificarse para que el profesor e investigador se dedique la mayor parte de su jornada laboral a eso, a la docencia y a la investigación y no a la gestión. La tendencia debería ser ir a una gestión más profesionalizada sin tanta dependencia de la figura del profesor.</p>\n
<p style="text-align: justify;">Otro tema pendiente, el puente entre la Formación profesional y la universidad, y ….algunos otros que me dejo en el tintero.</p>\n
