<p><span style="color:#0099cc"><strong>En primer lugar, enhorabuena por el Premio a la Excelencia en Gestión Pública 2016. ¿En su opinión, cuál es el principal motivo para recibirlo?</strong></span></p>\r\n
\r\n
<p>Permítame una reflexión acerca de nuestra motivación al participar en el premio. Es evidente que obtener premios no es el objetivo, el objetivo es hacer las cosas cada vez mejor, pero también es verdad que someterse a una evaluación externa e imparcial por un jurado independiente permite alcanzar varios objetivos: por una parte, introducir una cierta dosis de tensión en la organización, lo que siempre es bueno, y por otra parte, permite identificar de forma objetiva aquello que podemos mejorar. En nuestro caso, tanto el premio nacional de excelencia (que ya habíamos ganado hace 9 años), como otros reconocimientos, nos han ayudado en nuestro camino hacia la excelencia sin ningún género de dudas.</p>\r\n
\r\n
<p>¿Por qué nos han concedido el premio? Entiendo que es por el conjunto de nuestro modelo de gestión, pero destacaría tres elementos: la orientación a nuestros clientes, la implicación de las personas y nuestros resultados, que permiten a una institución pública alcanzar un superávit anual del 40 % y repartirlo a nuestros clientes (ayuntamientos) como si fueran dividendos.</p>\r\n
\r\n
<p>Destacaría a modo resumen lo que denominamos la filosofía <strong>BEST</strong>, que puede resumirse en la siguiente fórmula: El trabajo <strong>B</strong>ien hecho es el que se plasma en un servicio <strong>E</strong>xcelente, <strong>S</strong>ostenible y <strong>T</strong>ransparente.</p>\r\n

<p><span style="color:#0099cc"><strong>¿Cómo definiría el camino a la Excelencia de REGTSA, su evolución en los últimos años?</strong></span></p>\r\n
\r\n
<p>REGTSA lleva veinticinco años prestando servicios tributarios a los ayuntamientos de la provincia de Salamanca, y a lo largo de este tiempo ha superado diversas etapas: una primera dedicada a la consolidación del Organismo, una segunda de construcción de un sistema propio de gestión orientado a la calidad de servicio y actualmente estamos en una fase en la que intentamos hacer compatibles la innovación de nuestros servicios con la eficiencia en la gestión. Podríamos resumir las claves de nuestro éxito en nuestra capacidad de adaptación a los cambios y al entorno, en la importancia que damos a las personas, apostando por la formación, el trabajo en equipo y la dirección por objetivos, y sobre todo en que nunca olvidamos cual es nuestra misión, apoyar a los ayuntamientos de la provincia de salamanca, mejorar su financiación para que así puedan prestar más y mejores servicios a los ciudadanos. </p>\r\n

<p><span style="color:#0099cc"><strong>¿El sector público registra el mismo nivel que la iniciativa privada en cuanto a prácticas de Excelencia?</strong></span></p>\r\n
\r\n
<p>Bueno creo que nosotros tenemos que aprender tanto de las prácticas del sector público como del sector privado, pero el éxito alcanzado por algunas Administraciones Públicas como el Ayuntamiento de Alcobendas (ganador del premio europeo de excelencia) o REGTSA (ganador tres veces del premio Iberoamericano y dos veces finalista en los premio europeos) demuestran que en el sector público español hay un altísimo nivel, que está por lo menos al mismo nivel que el de la empresa privada.</p>\r\n
\r\n
<p>Ahora bien, alcanzar reconocimientos supone también una responsabilidad, que consiste en estar a la altura del premio que nos han otorgado. Esto es un acicate más para seguir mejorando e innovando en beneficio de los ciudadanos.</p>\r\n

<p><span style="color:#0099cc"><strong>¿Qué falta en la Administración pública en general para avanzar en el servicio al ciudadano?</strong></span></p>\r\n
\r\n
<p>En los últimos años se ha hecho un esfuerzo muy importante en la implantación de la Administración electrónica y en la transparencia, que son aspectos muy importantes en la relación con el ciudadano. Sin embargo, creo que el desafío más importante es cambiar los sistemas de relación con el ciudadano y los propios valores de los empleados públicos.</p>\r\n
\r\n
<p>Sabemos que transformar una Administración tradicional en una Administración inteligente, que aprende todos los días en el servicio a la ciudadanía, es un trabajo a largo plazo, que no puede hacerse con una cultura basada en valores burocráticos tradicionales. Por eso nos propusimos desarrollar una nueva cultura basada en que en REGTSA nunca decimos eso es imposible o eso no puede hacerse. Frente a los retos, siempre decimos: ¿Por qué no? y nos ponemos manos a la obra. Como no somos especiales, si nosotros hemos podido hacerlo otros también pueden conseguirlo.</p>\r\n
