<p><span style="color:#0099cc"><strong>Nos gustaría saber, en primer lugar, su opinión general de cómo puede influir el Modelo EFQM en la gestión municipal.</strong></span></p>\r\n

<p>La gestión que realizamos en un ayuntamiento tiene una repercusión directa e inmediata en la ciudadanía. Los ayuntamientos son la administración pública más cercana; trabajamos codo con codo con vecinos y vecinas, con los agentes económicos y sociales del municipio. Desde el gobierno municipal queremos progreso económico y social para nuestra ciudad, porque sin progreso económico es muy difícil avanzar en progreso social. Y al mismo tiempo, debemos garantizar que el progreso económico llegue a toda la ciudadanía de manera inclusiva.</p>\r\n
\r\n
<p>El Modelo EFQM es una herramienta muy útil que nos permite evaluar la mejora de la gestión y nos introduce en el ciclo de la mejora continua, potenciando los puntos fuertes. Asimismo, ha contribuido a la definición de nuestro modelo de gestión, basado en tres pilares fundamentales: las personas, los procesos y los servicios que prestamos con compromisos y valores compartidos.</p>\r\n
\r\n
<p>En 2016 aprobamos el Plan de Actuación Municipal de Esplugues con amplio apoyo de diferentes grupos políticos y tras un proceso de participación ciudadana. Un plan que contempla las acciones, proyectos e iniciativas que el gobierno municipal impulsa en el actual mandato, que abarca el período 2016-2019, y que responde al modelo de ciudad que queremos, basado en la convivencia, el bienestar y la calidad de vida de las personas. Este plan prioriza las actuaciones de Buen gobierno y transparencia, Personas y familia, y Economía, emprendimiento y empleo, entre otras líneas. Para poder cumplir con nuestros compromisos y avanzar hacia ese modelo de ciudad que deseamos para Esplugues, el Modelo EFQM nos permite seguir gestionando con metodología, con eficacia y con eficiencia. En definitiva, nos permite atender a la ciudadanía y ofrecer servicios públicos de calidad; nos permite cumplir con los compromisos que adquirimos al inicio del actual mandato municipal; nos facilita la gestión diaria para que sea real, concreta y posibilista.</p>\r\n

<p>En estos momentos en Esplugues estamos dando un fuerte impulso a la participación ciudadana en los procesos de gestión municipal. Estoy convencida de que la participación es una herramienta democrática fundamental que responde a nuestro compromiso de hacer una ciudad mejor. La participación también es sinónimo de calidad en la gestión.</p>\r\n

<p><span style="color:#0099cc"><strong>Esplugues de Llobregat es un ayuntamiento con una apuesta fuerte por EFQM, se implantó el Modelo en 1996 hace ya veintidós años, ¿cómo ha sido esa evolución?</strong></span></p>\r\n

<p>Sin lugar a dudas hacemos un balance muy positivo. Hace más de dos décadas que el ayuntamiento implantó el Modelo EFQM y la trayectoria recorrida es altamente gratificante, porque nos ha facilitado disponer de una metodología ordenada, coherente con la acción municipal y de fácil adaptación para una administración cercana a la ciudadanía y esa es, precisamente, una de las características. Al no ser prescriptivo, puede adaptarse con facilidad a distintas organizaciones.</p>\r\n
\r\n
<p>Y precisamente en el período reciente de crisis económica que hemos vivido, hemos podido constatar los beneficios de aplicar modelos de calidad, lo que nos ha permitido ser más sólidos y menos vulnerables.</p>\r\n
\r\n
<p>Desde que en 2006 asumí la responsabilidad al frente de la alcaldía, he tenido la oportunidad de compartir experiencias, inquietudes y buenas prácticas de gestión con otras instituciones y empresas que aplican el Modelo EFQM y pienso que nos aporta valor, apoyo y seguridad en nuestra gestión diaria. Y mucha eficiencia.</p>\r\n
\r\n
<p><span style="color:#0099cc"><strong>La Transparencia es una de las apuestas destacadas del Ayuntamiento ¿es parte imprescindible de esa apuesta por la Excelencia? Y ¿cómo se gestiona para que sea realmente eficaz?</strong></span></p>\r\n
\r\n
<p>Si antes decía que participación es calidad en la gestión, la transparencia y el buen gobierno también son fundamentales para que nuestra democracia sea de calidad. En Esplugues, a principios de 2016 aprobamos por unanimidad del conjunto del consistorio el Código de buen gobierno y se puso en marcha el portal Gobierno Abierto y Transparencia, que agrupa servicios, trámites e información pública de interés para la ciudadanía de forma clara y directa, con el objetivo de garantizar el acceso a la información pública y favorecer la participación.<br />\r\n

\r\n
<p>La ciudadanía puede acceder directamente a la <a href="http://www.alcaldessadesplugues.esplugues.cat/index.php?option=com_content&view=article&id=47&Itemid=12&lang=ca" target="_blank">agenda de la alcaldesa</a> y la agenda de todo el personal electo, así como conocer los actos y acuerdos institucionales, hacer un <a href="http://www.esplugues.cat/noticias/nous-continguts/pressupostos/pressupostos-municipals" target="_blank">seguimiento de la ejecución del presupuesto municipal</a>, acceder a los <a href="http://www.esplugues.cat/noticias/ambits/temes/participacio/processos-participatius/processos-participatius" target="_blank">procesos participativos</a> en curso u obtener información pública sobre los responsables políticos y técnicos del Ayuntamiento.</p>\r\n

<p>Esta información es clave para mejorar la calidad democrática del municipio, ofreciendo a la ciudadanía un mejor conocimiento y una mayor capacidad para evaluar las actuaciones de los poderes públicos y para participar de los asuntos que les afectan.</p>\r\n

<p><span style="color:#0099cc"><strong>¿Resulta fácil mantener constantemente la orientación al cliente, en este caso, al ciudadano?</strong></span></p>\r\n

<p>Las administraciones locales son organizaciones multipropósito, porque prestan gran cantidad de servicios de naturaleza compleja y distinta. Es por ello que disponer de las herramientas de gestión diaria que tenemos, así como con la participación de la ciudadanía en los diferentes procesos de actuación, nos facilita que podamos gestionar las necesidades y expectativas de los vecinos y vecinas, así como anticiparnos a sus demandas ofreciendo servicios y equipamientos públicos de calidad, planificando actuaciones de mejora urbana en los distintos barrios, promoviendo una movilidad sostenible y segura en la ciudad, etc</p>\r\n

<p><span style="color:#0099cc"><strong>¿Qué recomendaría a administraciones municipales que quieran hacer una apuesta por la Excelencia en la gestión del sector público?</strong></span></p>\r\n

<p>Para tomar una decisión, lo primero es conocer otras experiencias que ya están aplicando modelos de calidad, como el Modelo EFQM. En el sector público, las instituciones que los aplican pueden afirmar con satisfacción que los resultados son excelentes y sólidos. Es una buena brújula para seguir nuestra hoja de ruta y llegar a nuestro destino con los compromisos que adquirimos con la ciudadanía cumplidos.</p>\r\n
