<p><span style="color:#0099cc"><strong>¿Por qué hace falta un Congreso para hablar de la Contratación pública?</strong></span></p>\r\n

<p>Diría que sí hace falta un congreso para hablar de contratación pública. Bastaría recordar la importancia económica de la contratación en el ámbito del sector público situado en el 20% del producto interior bruto pero, muy especialmente, hay que destacar la incidencia de esta materia en la implementación de políticas públicas, el medioambiente la sostenibilidad social o la innovación, y por supuesto por su vinculación con la necesidad de la regeneración democrática que necesita nuestra sociedad</p>\r\n
\r\n
<p><span style="color:#0099cc"><strong>¿Por qué recomendaría la “Guía con las 50 recomendaciones para impulsar la calidad y la excelencia en la contratación pública” que ha presentado el Club Excelencia en Gestión?</strong></span></p>\r\n
\r\n
<p>Recomendaría las 50 recomendaciones para impulsar la calidad y la excelencia en la contratación pública porque es un documento que aporta soluciones prácticas para hacer de la contratación pública un instrumento más efectivo para las prestaciones en unas administraciones públicas comprometidas con la necesaria calidad y eficiencia. La nueva normativa europea y nacional insisten en que la calidad es el nuevo paradigma de carácter renunciable en el que deben sostenerse todas las licitaciones públicas. Sin una adecuada calidad se incumple el objetivo público de satisfacción correcta de las necesidades generales, lo que supondría apartarse del derecho a una buena administración.</p>\r\n
\r\n
<p><span style="color:#0099cc"><strong>¿Se puede decir que hay una creciente preocupación o interés por impulsar la Excelencia en la función pública?</strong></span></p>\r\n
\r\n
<p>Es evidente que es necesario abordar de forma decidida un escenario para impulsar la excelencia en la contratación pública mediante la profesionalización y capacitación de los funcionarios públicos. La Unión Europea ya está trabajando en esta materia y parece lógico que en España, se analice el sistema de organización administrativa a estos efectos para conseguir que la contratación pública sea el principal ejemplo de profesionalización en el sector público.</p>\r\n
\r\n
<p><span style="color:#0099cc"><strong>Ya que la contratación pública representa alrededor de 20 % del PIB de España y es un sector importante, ¿se está adaptando a la transformación actual?</strong></span></p>\r\n
\r\n
<p>Pese a la importancia económica puede decirse que España va avanzando pero que encontramos todavía ciertos escenarios que pueden pecar de una debilidad en el camino de transformación de esta materia. La falta de la implementación de la administración electrónica, la ausencia de prácticas efectivas de coordinación administrativa o la presencia de cierta desconfianza hacia el sector empresarial, son elementos a superar lo que exige una política activa y convencida por parte de los poderes públicos</p>\r\n
\r\n

<p>Puede afirmarse que el principal reto en estos momentos en la contratación pública es abandonar un escenario tradicional asentado más en la burocracia que en la estrategia para avanzar hacia una contratación profesionalizada y eficiente, que ponga el acento en la correcta calidad de la prestación contratada, donde la sostenibilidad social y ambiental son elementos ineludibles. Y por supuesto, como reto complementario imprescindible, la contratación pública debe ser el ejemplo de una adecuada rendición de cuentas, con el objetivo de recuperar la confianza ciudadana en la gestión de lo público.</p>\r\n
