<p style="text-align: justify;">Te presentamos de la mano de su autor, Felipe Gómez Pallete Rivas, el libro “Una vindicación de la acción política”, una obra oportuna sobre la necesidad de tender puentes de calidad entre la administración de empresas y la actividad política. Como comenta, “Una vindicación de la acción política”, lejos de mantenerse en un plano especulativo, ofrece métodos de trabajo que facilitan la incorporación de la razón organizativa a la práctica política, ahora que tanto preocupan asuntos tales como la transparencia y la corrupción. Dos ideas, dos objetivos (transparencia total y corrupción cero) que todos prometen alcanzar con el fin de ‘regenerar la democracia’.<br /><br />En opinión del autor, las propuestas al uso sobre ambos asuntos representan lo que el valor al soldado, pues se da por descontado que la acción política debe ser transparente y que la corrupción debe ser castigada. Pero limitarse a publicar en los portales de transparencia las acciones que se están realizando, y ceñirse a perseguir al corrupto con toda suerte de leyes, no garantiza el grado de calidad institucional que es exigible en la gestión de la cosa pública. Por eso, las propuestas actuales sobre transparencia y corrupción son condición necesaria pero no suficiente para regenerar la acción política. “Una vindicación de la acción política” argumenta y propone métodos para ir más allá.<br /><br />En materia de transparencia, no es suficiente con declarar públicamente lo que se ha hecho o se está haciendo: gastos de personal, actas de las reuniones, normativa sobre regalos o convenios suscritos. Es exigible igualmente que la institución declare cómo, cuánto y cuándo se propone mejorar tal o cual aspecto de sus procesos, es decir, no solo de lo que hace, sino también de cómo lo hace, por ejemplo, en lo concerniente a la paridad en los órganos de gobierno, los años de experiencia internacional de los candidatos o el porcentaje de las subvenciones sobre el total de ingresos. En otras palabras: Declarar el pasado y el presente no es suficiente; para que las instituciones garantes del interés general merezcan el crédito de la ciudadanía deben hacer público su futuro, es decir, sus objetivos. No hacerlo, es utilizar la Transparencia como salvaguarda de su imagen o tapadera de sus intenciones. <br /><br />Y respecto a la lucha contra la corrupción es imperioso hacer un planteamiento equivalente. ‘Contra la corrupción, tolerancia cero’ es una declaración loable. Pero si para ello las acciones se limitan a investigar, encausar, procesar y, en su caso, condenar a los delincuentes; si para acabar con la corrupción el sistema lo confía todo a más leyes y nos conformamos con castigar los delitos una vez cometidos, entonces, estamos condenados a ir a remolque de los acontecimientos. Por eso, las medidas correctivas contempladas en la actual cultura anticorrupción (necesarias pero insuficientes) deben estar acompañadas por medidas preventivas. ¿Cómo? Para atajar de raíz la corrupción hay que introducirse allí donde se toman las decisiones que anteceden a los actos. Y desde ese mismo instante y lugar aplicar el abecé de los principios de administración con el fin de sorprender al futuro corrupto en los despachos donde prepara las condiciones que le permitan corromper o ser corrompido.\u{A0} \u{A0}<br /><br />Resulta que tanto para garantizar una transparencia completa (del futuro; no solo del pasado) como para erradicar la corrupción (en sus orígenes; no solo una vez perpetrado el delito), en el ámbito de la administración de empresas empleamos contrastados métodos de mejora continua. Lo que, evidentemente, no es garantía 100% de éxito (ejemplos, sobran), pero sí puede acercarnos mucho más al ideal de una gobernanza eficaz, eficiente y, sobre todo, ejemplar. Unos métodos que, en cualquier caso, y congruentemente con su naturaleza, podrían a su vez verse mejorados de forma sustancial si se aplicaran en el ámbito de las instituciones sobre las que descansa el funcionamiento democrático de una sociedad. Porque pensamiento político y pensamiento empresarial se necesitan. Por más que esta afirmación provoque el rechazo de unos y el recelo de otros, el proceso de hibridación que propone este libro redundaría en beneficio de ambos. <br /><br />Pues sucede que los métodos de mejora continua representan la llave para abrir el paso entre los viejos y nuevos estilos de liderazgo en el mundo empresarial y, en el ámbito de la cosa pública, entre la vieja y la nueva política. Sin duda, en la actualidad la acción política y la práctica empresarial se encuentran necesitadas de lo mismo: de fórmulas que permitan incorporar el creciente interés de participación de ciudadanos y de empleados a sus respectivos procesos organizativos, en la política y en la empresa.
