<p>El Ayuntamiento de Alcobendas ha obtenido numerosos premios y reconocimientos, además de distintas certificaciones en casi todos los ámbitos y áreas de su gestión, avalándoles como un Ayuntamiento con una gestión excelente. Precisamente, y con la ambición de querer hacer llegar su modelo de gestión más allá de nuestras fronteras, han puesto en marcha la Escuela de Gestión Municipal Excelente (EGME). Entrevistamos a Mª Felicidad Palacio Vela, Concejal Delegada de Cooperación del Ayuntamiento de Alcobendas quien nos habla de esta iniciativa.</p>\n
<p style="text-align: justify;"><strong>1. ¿Cuál es el origen de la Escuela de Gestión Municipal Excelente (EGME)?
</strong></p>\n
<p style="text-align: justify;">La primera vez que oí hablar del proyecto de la Escuela, fue en boca del alcalde, Ignacio García de Vinuesa, quien no solo fue su "inventor" sino también su gran impulsor. La idea que compartió conmigo y con el equipo de gobierno fue hacer llegar más allá de nuestras fronteras nuestro modelo de gestión, el modelo de Alcobendas, entendiendo que se puede dar un nuevo paso en la cooperación al desarrollo con un proyecto diferente y de manera descentralizada.</p>\n
<p>Desde hace tiempo recibíamos peticiones de otros países con consultas sobre determinados temas relacionados con, por ejemplo, la gestión de residuos, temas energéticos, prevención en violencia de género, policía de proximidad... etc.</p>\n
<p>Continuando con nuestro compromiso solidario, y analizando el marco de oportunidades que previsiblemente se presentarán en los próximos años en países emergentes, consideramos que nuestro modelo podía servir de motor de desarrollo, a la vez que nos enriquecíamos mutuamente con el intercambio de experiencias y conocimientos. También es un incentivo para el personal de la Organización que tiene la oportunidad de compartir sus experiencias y sus buenas prácticas. Todo ello nos movió a ponerla en marcha.</p>\n
<p style="text-align: justify;"><strong>2. ¿Cuáles son las principales funciones de esta escuela? ¿Quiénes forman parte de ella?
</strong></p>\n
<p style="text-align: justify;">La principal función es no solo formar, sino fomentar desde el ámbito local el intercambio de experiencias y conocimientos. La escuela, tiene una clara orientación práctica, tratando nuestros modelos de gestión más exitosos que además se refuerzan con visitas al terreno. Contamos para ello con excelentes profesionales, directores y técnicos especializados, con amplia experiencia que imparten los módulos de formación. La parte presencial se desarrolla a lo largo de una semana, si bien esta escuela nace con vocación on line. Disponemos de la posibilidad de consultas y acceso a documentación, que sirve de apoyo para implementar buenas prácticas. Así nuestra relación tiene una continuidad en el tiempo.</p>\n
<p style="text-align: justify;"><strong>3. En su primer año de funcionamiento, ¿cuál es el balance? ¿Cuál ha sido vuestra experiencia?

<p style="text-align: justify;">En la parte presencial muy gratificante, al tener la oportunidad de conocer a políticos y técnicos de otros países, poner en común nuestra misión, visión y valores y el Modelo EFQM de gestión. Lo más satisfactorio es ver que la experiencia que los asistentes se llevan es de tanta gratitud y de tanto empuje para aplicar los conocimientos aquí adquiridos. Así nos lo han hecho saber a lo largo de los meses posteriores. Es importante que los responsables de la gestión municipal estén abiertos a tomar nota de las buenas prácticas y a compartir conocimientos para ayudar a otras regiones a crecer.</p>\n
<p style="text-align: justify;"><strong>4. Desde la Escuela, ¿qué retos os marcáis para este año?
</strong></p>\n
<p>Conseguir que los alumnos, que acudan a la misma, representen a municipios con una capacidad gestora suficiente para poder llevar a cabo si no la totalidad, sí, parte de los conocimientos que aquí adquieran. Estamos, por otro lado, perfilando el curso presencial, para centrarlo en determinadas materias, que hemos detectado que son las más demandadas, existiendo así la posibilidad de llevar a cabo dos partes del mismo a lo largo del año. Creo que todo ello nos permitirá un mayor aprovechamiento del mismo.

<p>Por último decir que Alcobendas, sigue fiel a su espíritu de Cooperación. Lo hemos hecho a lo largo de estos años complicados y encontrar nuevas formas de cooperar, además de nuestra convocatoria anual de subvenciones destinada a ONGD'S hace que nuestros planteamientos tengan una gran eficacia con costes menores.</p>\n
