<p style="text-align: justify;">El<strong> Índice Altran de Potencial Innovador</strong> es un índice sintético de innovación, ciencia y tecnología que representa el potencial innovador y tecnológico de los países de la Unión Europea, así como sus principales componentes y factores. Su objetivo es evaluar la capacidad \u{A0}innovadora de los países europeos y determinar las recomendaciones óptimas para cada país con el fin de que mejoren sus potenciales de ciencia, tecnología e innovación.</p>\n
<p style="text-align: justify;">Este índice pretende contribuir con su análisis y sus recomendaciones al establecimiento de una serie de objetivos, que ayuden a posicionarnos en el grupo de economías más innovadoras de Europa.</p>\n
<p style="text-align: justify;">Con ocasión de la presentación del Índice de Innovación 2016, hemos entrevistado a <strong>Borja Baturone, director de Innovación de Altran España</strong>, con el que hemos charlado sobre las novedades y la evolución del mismo, así como de la influencia de las empresas en este índice.</p>\n
<ol style="text-align: justify;">\n
<li><strong> El pasado 25 de noviembre se presentó el Índice de Innovación 2016, desde su primera edición hasta hoy han pasado 6 años. ¿Qué novedades o mejoras ha tenido este índice de innovación?</strong></li>\n
</ol>\n
<p style="text-align: justify;">En primer lugar nos gustaría agradecerles el interés en el Índice Altran y en su evolución. En realidad la primera edición del Índice Altran se presentó en el año 2005, hace ya 11 años. Si bien, desde 2010 se ha venido presentando de forma anual y continuada. Desde su primera edición, el Índice Altran 2016 se ha estado revisando y actualizando constantemente para reflejar fielmente el potencial de innovación de los países de la Unión Europea.</p>\n
<p style="text-align: justify;">Además, entre las principales mejoras o novedades, en estos años se han revisado y actualizado de forma continua los componentes del Índice Altran y sus parámetros, sustituyendo algunos componentes antiguos por otros nuevos con mayor relación con la capacidad de innovación. Por ejemplo, siguiendo la metodología del Índice Altran, componentes como el porcentaje de empresas con conexión a Internet de banda ancha o el porcentaje de población activa con estudios superiores, se han reemplazado por otros componentes que reflejan mejor un mayor potencial del innovación, como son el porcentaje de empresas que venden a través de e-commerce o la proporción de nuevos graduados doctores entre la población de 25 a 34 años. Con ello se asegura que el modelo sobre el que se sustenta el Índice Altran siga representando de forma eficaz el potencial de innovación que tienen los 25 países que lo conforman.</p>\n

<li><strong>En este año, España ha conseguido mejorar su valor en el Índice Altran. Pero, ¿qué evolución ha tenido nuestro país durante estos últimos años?</strong></li>\n

<p style="text-align: justify;">En efecto, España consigue mejorar un 20% su valor del Índice Altran en 2016, lo cual es sin duda una noticia muy positiva. Sin embargo, aunque logra incrementar su valor del 0,32 al 0,38, nuestro país aún se sitúa por debajo de la media de la Unión Europea (0,45) y tampoco logra mejorar su situación en el ranking, volviendo a ocupar el puesto 15º, al igual que en 2015. Este hecho se debe a que también la mayoría de países del Índice Altran también han conseguido mejorar su valor. Suecia lidera nuevamente en 2016 el ranking del Índice Altran con un valor de 1, y le siguen otros países del norte de Europa como Dinamarca y Finlandia. La mayoría de países del este y del sur de Europa continúan en el grupo de baja capacidad de innovación.</p>\n
<p style="text-align: justify;">En los últimos siete años del Índice Altran, España ha pasado de ocupar puestos bajos en el grupo de países de capacidad media de innovación a ocupar puestos de cabeza pero en el grupo de países de baja capacidad de innovación. Esto ya se anticipaba por un estancamiento relativo de los valores del Índice Altran para nuestro país entre 2011 y 2014, mientras que muchos otros países mejoraban su evolución en el Índice Altran durante ese periodo. Esta situación de estancamiento relativo en el Índice Altran de esos años también pronosticaba una progresiva reducción y estancamiento en la inversión en I+D como porcentaje del PIB, que, efectivamente, pasó del 1,39% en 2011 y 2012 a valores de los últimos años entorno al 1,24%, 1,23% y 1,22%. Todo ello demuestra la importancia de seguir incidiendo en las actuaciones que permitan seguir consolidando e incrementando las mejoras de potencial de innovación que nuestro país ha logrado y sigue logrando en los últimos años, con el fin de volver al grupo de países de capacidad media de innovación.</p>\n

<li><strong>Después de la presentación, vemos que España mejora tímidamente en materia de innovación. ¿Cómo pueden influir las empresas a mejorar el Índice?</strong></li>\n

<p style="text-align: justify;">En los economías con mayor potencial de innovación como las de los países escandinavos, las empresas juegan un papel fundamental en el sistema de I+D e innovación y concentran la mayoría del empleo de investigadores en el sector privado, con valores por encima del 60% (en países como EEUU y Corea del Sur ese porcentaje supera el 70%), cuando en España sólo tenemos un 36,6% de investigadores trabajando en el sector empresa.</p>\n
<p style="text-align: justify;">Precisamente, la participación empresarial en la realización de innovación y proyectos de I+D sería una de las áreas clave de mejora de nuestro país para incrementar su potencial de innovación, en base a la comparación con otros países. Y es también una de las claves para que España logre llegar en el futuro a los niveles capacidad de innovación de los países líderes del Índice Altran como Suecia, Finlandia o Dinamarca, donde el sector privado empresarial lidera desde hace años el esfuerzo en innovación e I+D en mucha mayor medida, por supuesto, muchas veces en colaboración con otros sectores como la universidad y el sector público, donde, en nuestra opinión, se generarían las sinergias más interesantes para estos países.</p>\n
<p style="text-align: justify;">Por otra parte, la adopción y el uso de soluciones tecnológicas e innovadoras por parte de las empresas, como por ejemplo el uso intensivo de las últimas tecnologías de e-commerce para vender productos o servicios, es otro de los rasgos que caracterizan a los países más innovadores del Índice Altran, así como el mayor peso de sus sectores de empresas de servicios de alta tecnología, en los cuales concentran porcentajes de empleo cercanos o superiores al 4%; en España ese porcentaje es del 3%, una cifra bastante adecuada para la composición sectorial del país y para seguir mejorando nuestro potencial innovador.</p>
