<p><strong><em>Desde hace ya casi una década, el </em></strong><a href="http://www.clubexcelencia.org/" target="_blank"><strong><em>Club Excelencia en Gestión</em></strong></a><strong><em> tiene en marcha el </em></strong><a href="https://clubexcelencia.org/conocimiento/plataforma-de-conocimiento/foro-excelencia-administraciones-publicas-club-excelencia" target="_blank"><strong><em>Foro Excelencia en Administraciones Públicas</em></strong></a><strong><em>, un espacio de encuentro en el que participan cerca de 50 instituciones públicas del ámbito estatal, autonómico, provincial y local, que fomenta los procesos de transformación e innovación y que apuesta por la excelencia en la gestión de dichas instituciones para que puedan ofrecer un servicio óptimo a sus ciudadanos y grupos de interés.</em></strong></p>\r\n
\r\n
<p>El objetivo de esta iniciativa es trasladar y adaptar a la realidad de estas entidades una gestión excelente, innovadora y sostenible relacionada con el <a href="http://www.clubexcelencia.org/modelo-efqm" target="_blank">Modelo EFQM</a>. El Foro propone una serie de encuentros y talleres que sirven para fomentar el intercambio y promoción de conocimientos y buenas prácticas, que contribuyen a incorporar la cultura de transformación en estas instituciones, especialmente a nivel interno.</p>\r\n
\r\n
<p>Estas jornadas están dirigidas a perfiles de dirección, coordinación, gestión, jefes de área o servicio que pertenecen a la Administración. Hasta el momento se han organizado cerca de 40 encuentros y reuniones de trabajo. Además, el Foro ha colaborado en numerosas jornadas organizadas por la Comunidad de Madrid, por la Fundación Madrid por la Excelencia, por la Agencia de Evaluación de las Políticas Públicas y la Calidad de los Servicios (AEVAL) y por diferentes ayuntamientos del territorio nacional.</p>\r\n
\r\n
<p>Por otra parte, el Foro ha servido de apoyo en la organización de los <a href="http://www.mptfp.es/portal/funcionpublica/gobernanza-publica/calidad/reconocimiento/premios.html" target="_blank"><strong>Premios a la Excelencia y a la Innovación en la Gestión Pública</strong></a>, propuestos anualmente por el Ministerio de Política Territorial y Función Pública. <em>“Basados en el Modelo EFQM, formamos a todos los evaluadores y participamos como miembros del jurado”</em>, <strong>asegura Mercedes Hernández, Directora de Socios del Club Excelencia en Gestión y coordinadora del Foro Excelencia en Administraciones Públicas.</strong></p>\r\n

<p>Más allá de la organización y puesta en marcha de jornadas y sesiones para compartir conocimiento y experiencias, el Foro también elabora guías e informes como <a href="https://clubexcelencia.org/conocimiento/plataforma-de-conocimiento/el-valor-de-la-excelencia-recomendaciones-para-la" target="_blank"><strong><em>El Valor de la Excelencia</em></strong></a><strong>, </strong>un documento enfocado a la creación de valor público a través del Modelo EFQM. Su contenido muestra las oportunidades de mejora a través de las estrategias, metodologías y herramientas más adecuadas para cada institución.</p>\r\n
\r\n
<p>O como <a href="https://clubexcelencia.org/conocimiento/plataforma-de-conocimiento/50-criterios-de-calidad-y-excelencia-para-la-prestacion-del" target="_blank"><em>50 Criterios de Calidad y Excelencia para la prestación del servicio, que aportan valor en la contratación pública</em></a>, una recopilación de recomendaciones que, aunque no ha sido elaborada directamente en el seno del Foro, está íntimamente ligada a su trabajo. Una buena muestra de la labor conectora del Club Excelencia en Gestión.</p>\r\n

<p>La relación del Foro Excelencia en Administraciones Públicas con el Gobierno Central ha sido constante. De hecho, está <strong>liderado por la Dirección General de Gobernanza Pública</strong>, dependiente del Ministerio de Política Territorial y Función Pública.</p>\r\n
\r\n
<p><em>“Nuestra relación con el Ministerio, que ha cambiado de nombre varias veces a lo largo de los años, viene del año 2000. Por aquel entonces se firmó un acuerdo, que se ha renovado en 2005 y 2018, para impulsar la excelencia en la gestión de las administraciones pública en todos sus niveles. El propio Ministerio adoptó el Modelo EFQM en esa época y unos años después creó AEVAL, que ha liderado el Foro desde que éste se conformó en 2010”, </em>concreta Mercedes Hernández.</p>\r\n

<p>Desde el año 2016, el Foro colabora también con<a href="https://www.isdefe.es/"> Isdefe</a>, la consultora estratégica de ingeniería del Ministerio de Defensa, para interrelacionar herramientas y modelos de gestión de esta entidad con el Modelo EFQM. <em>“Gracias a esta relación hemos podido adaptar herramientas y conceptos, plasmados en la guía ‘El Valor de la Excelencia’, para que sean útiles a todas las administraciones. Y, de ella saldrá también otro documento, que publicaremos el año que viene, con un modelo de transformación institucional de Isdefe que estamos integrando con el Modelo EFQM a través del trabajo en grupo que se realiza desde el Foro”</em>, asegura la <strong>Directora de Socios del Club Excelencia en Gestión</strong></p>\r\n
